US locates missing WW II soldiers remains in Arunachal
ITANAGAR, Dec 20:  The United States today said it has successfully located remains of the country's servicemen who went missing in Arunachal Pradesh during World War II.
A Defense POW/MIA Accounting Agency (DPAA) team carried out works on sites in the Himalayas where US aircrafts are believed to have crashed with still unaccounted for servicemen.
The team visited several locations in Arunachal Pradesh to determine if the reported sites can be definitively correlated with known crash sites involving missing US servicemen.
"The United States is committed to making sure all the soldiers, sailors, airmen and marines who served our country come home. DPAA's mission in India is a vital part of that commitment," American Ambassador to India Richard Verma said.
In a statement by the American Embassy in New Delhi, Mission Commander Lt Col Pritz said, "We want to thank the government of India, the Ministry of External Affairs, the government of Arunachal Pradesh, and the Indian Air Force for their invaluable assistance and cooperation in conducting this mission. Without their support, this mission would not have been successful".
If the team can corroborate evidence at the site with the historical records and reports, future missions to the sites may conduct an excavation in an attempt to recover the remains and return them for identification.
While discussing about the sites with local residents, the team received a presentation of human remains and osseous material, which a witness recovered near a crashed aircraft.
After arriving at the sites, the team found additional human remains believed to be associated with the missing US service members.
Once approved by the Indian government, these remains will be sent to the DPAA laboratory for identification.
All these spots were located within Arunachal Pradesh, which is where the vast majority of losses took place. The team trekked to sites ranging from 2,500 feet to 10,000 feet in altitude, over trails that took anywhere from a few hours to several days to reach from the last point a vehicle could travel.
Last year, the DPAA had successfully recovered remains from the same region.
In April, US Secretary of Defence Ashton Carter received the remains from the Indian government and the process to identify them is underway.

Yak dance from state selected for Republic Day Tableau
NAHARLAGUN, Dec 20: Witness the Yaks from the mountains of Arunachal Pradesh in the lanes of Rajpath in New Delhi on January 26th as it dances in all its glory in the cold misty morning along with other tableaus of the country at the Republic Day Parade Celebration 2017.
The selection comes after several rounds of meeting held by the Ministry of Defence, involving various stages of elimination. An expert committee, comprising of 10-15 members is appointed to choose the tableaux amongst all the states and to suggest various modifications and changes to the selected states.
These suggestions are concerned with the music, the model and the overall theme itself. In the first round, Arunachal Pradesh had presented five themes- Battle of Kekar Monying, Yak dance, Nyokum Yullo, Carpet Making and Murung Festival. The expert committee zeroed in on the Yak dance.
Yak dance is a famous pantomime of the Mahayana sect of Buddhism. The masked dancer represents the members of a family who are said to have discovered the Yak with the help of a magical bird hundreds of years ago. Belief is this leads to peace and prosperity in the community. Performed during the Losar festival, this dance represents joy of the people upon finding the yak and their belief that performing this dance would relieve them of all their complications and anxieties.
Arunachal Pradesh had missed out on a hat trick this year after parading in 2015 and 2014 with the theme 'Igu Dance' and 'Aji Lhamu' respectively. In 2007, the state got a special award for its theme 'Harnessing the Nature'.
Fifteen states and Union Territories have been selected this year. Arunachal Pradesh features in it with only two other states from the Northeast - Manipur and Tripura.
A team of officers and officials, led by Deputy Director, DIPR, Michi Kani had recently gone to Tawang to meet the artists and brief them about the requirements. (DIPR)

Another new rule

Government of India has been flip-flopping over demonetisation issue. Since the day Prime Minister Narendra Modi announced the banning of 500 and 1000 rupees notes, government has given several reasons for the sudden move. The Reserve Bank of India has also constantly changed rules while carrying out the demonetisation process. It has not only confused the people but also made life difficult for ordinary citizen. In a fresh announcement on Monday government has put fresh restrictions on deposits of old Rs500 and Rs1,000 notes, announcing such deposits in excess of Rs5,000 will be accepted only once by 30 December, that too after the depositor satisfactorily explains the reason behind the delay in depositing the money.

The depositor will have to satisfy atleast two bank officials about reason for depositing the old notes. The decision came as a surprise as the government had earlier said that people should not rush to banks as enough time is available to deposit old notes. By making this announcement government has placed another hurdle in front of ordinary people who want to deposit their hard-earned money in banks. Many people have been waiting for queues to lessen in order to deposit their money.  The new announcement is huge setback for these people. Also this rule can be misused by bank officials to indulge in corruption. People can pay them to get the work done. Government of India should re-think and withdraw this fresh order at the earliest.

Comfortably numb

Dear Editor,

The calendar year 2016 has seen death of two Chief Ministers in India: Lt. Kalikho Pul (A.P.) and Lt. Jayalitha (T.N.). Mr. Pul died in tragic circumstances which needed to be probed further to bring out the truth behind his death and the dirty politics and the players in the state. Ms. Jayalilitha died in a hospital fighting for her health. Although prima-facie, one doesn't think about foul play in case of her tragic death, though that maybe the case. However, a few supporters of her have approached the Supreme Court seeking for a CBI probe or a judicial investigation by an apex court judge into the death.

Compare this to the mystery surrounding the death of Lt. Mr. Pul. This was the case where CBI should have been brought into. The State has merely ordered a magisterial inquiry to investigate the death.

What stops the State leaders, persons close to him and his supporters to ask for a probe by CBI?

Never in the history of Indian politics, any incident of this magnitude, including a politician of such stature took place; and this case was grossly ignored and now comfortably forgotten.

Whatever the Lt. Jayalalitha's supporters and well-wishers are seeking, shouldn't it awaken us to do our bit and seek our right to know the truth?

Alas! the rhino-skinned people that we are, it doesn't matter. We shall complain of corruption, and at the same time shall comfortably indulge it that. We shall never be out of the filth, because we don't want to. We have become comfortably numb.

Yours,

Mute Spectator

Give our certificates

Dear Editor,

Through you esteemed column,  I want to know when are we getting our diploma in elementary education(d.el.ed) mark sheet and certificate from IGNOU?

We have completed successfully our d.el.ed in the month of June 2014. But till today we haven't received our mark sheet or provisional certificate.

As per my knowledge if we complete successfully our exam then the original mark sheet and provisional certificate are dispatched within three months from the declaration of result. It has become one year and six months from now.

Due to non receipt of this degree certificate, we are neither eligible in TGT and PGT exams nor in other exams which is very disheartening.

We have enquired about it in the office but there is always a negative response. With much respect and folded hands, I request our Regional Director to look into the matter.

Yours,

An aggrieved teacher,

Itanagar

Call drops

Dear Editor

Both the erstwhile UPA and the current NDA governments have failed miserably in dealing with the issue of call drops across the length and breadth of the nation. My personal experience in calling India for both business and family purposes has been extremely negative. Some days, a single important communication could not be completed with as many as 5-7 call drops and frequent interruptions. If this is the face of a globally emergent India with huge financial promises that could not even assure a simple call being completed without interruptions and call drop problem; the overseas image of the nation is only getting painted in very dark colour and absolutely negative light. If the Make in India objective has to be successful, the nation still needs huge overseas investments in areas like infrastructure, telecommunication, information technology, electronics, automobiles, real estate, marine engineering, biotechnology, pharmaceuticals, education and research and other emergent areas. Tiny nations like Nepal, Bhutan or even the Maldives has better telecommunication network than India. It is great shame that the government and the telecommunication and electronics industry failed to resolve the issue with top priority.

I refuse to believe that this is due to connectivity problems as a result of less number of towers as indicated by the telecom companies in India and the government. People overseas sincerely believe that the telecommunication companies in India including the very big names and brands are extremely corrupt and with covert support of the successive central governments they are continuing to cheat the public.

This is an intentional, human influenced problem to harass the public and to make big money by forcing them to call repeatedly with new recharge money being deducted every time a fresh call is made. If the situation continues without any resolution and any strong action being taken by the government against faulty companies; the nation is certainly to lose out in the long run in terms with respect Direct Foreign Exchange and international tourism.

One other important issue that I would like to raise is to shut down a useless organization like BSNL with such poor record of maintenance of landlines across the nations. What is the point of providing fat salaries to a bunch of useless, incapable group of service providers who could not even ensure bare minimal requirement of smooth running of land lines in the country in the 21st century? The amount wasted on BSNL can be used in covering other important social sectors like health services. Useless staff and an incapable management should be shown the door by the government as these people are sucking precious government resources and taxpayer's money without doing anything towards improving public service. This need to change right now!

Ensure fair selection

Dear Editor,

With reference to notice from Director, Health Services No.Mest-2006/162 dated 02/11/2016 "calling for application" from the medical officers with post-graduation degree "to apply for the post of Junior consultant" in Government of Arunachal Pradesh and they WILL be" selected on the basis of their seniority".

I would like to ask why are the seats for junior consultant posts not advertised and a fair selection procedure through written and viva-voce conducted.

Is it a politically motivated move to select only the doctors who have political approach? In that case should the people of Arunachal Pradesh tolerate such nuisance in such an important department like Health?

Or is it because of intimidation that they cannot compete with doctors working and gaining experience outside the state? In that case too I would like to ask the people of Arunachal Pradesh from which doctor would they like to have their treatment?

In either case the sufferers are the general people who have to shell out a good part of their hard earned money, when influential people can go to any private hospital in India at a sneeze.

All other states in India have protocol to select specialist doctors on the basis of merit, which should be emulated in Arunachal. Selection should be made on the basis of merit after making a proper selection procedure once and for all, especially when a medical college is being planned to be functional with undergraduate teaching programme.

Yours,

An aggrieved Doctor

Cashless transactions

Dear Editor,

This refers to the report, "Paytm on-boards small merchants in Shillong farmers' markets" (A. Times, December 15, 2016). Cashless transactions involving, say over Rs.50,000 are welcome but 100 per cent cashless transactions will only add insult to injury. In that case, we cannot use even a pay toilet whatever may be our urgency if there is a link / tower failure. When the countries like the United States of America are not going for 100 per cent cashless with 99 per cent literacy, it will be ludicrous if India tries it with only 74.4 per cent literacy. Without hurting the wounds of the poor, the government should now clean 95 per cent of the black wealth in the form of benami property, gold and foreign bank deposit abroad off our economy. Otherwise, the ongoing economic Swachh Abihiyan will only be reduced to abolishing fake currency which could have been done in a smoother way.

Yours,

Sujit De,
