US locates missing WW II soldiers remains in Arunachal
ITANAGAR, Dec 20: The United States today said it has successfully located remains of the country's servicemen who went missing in Arunachal Pradesh during World War II.
A Defense POW/MIA Accounting Agency (DPAA) team carried out works on sites in the Himalayas where US aircrafts are believed to have crashed with still unaccounted for servicemen.
The team visited several locations in Arunachal Pradesh to determine if the reported sites can be definitively correlated with known crash sites involving missing US servicemen.
"The United States is committed to making sure all the soldiers, sailors, airmen and marines who served our country come home. DPAA's mission in India is a vital part of that commitment," American Ambassador to India Richard Verma said.
In a statement by the American Embassy in New Delhi, Mission Commander Lt Col Pritz said, "We want to thank the government of India, the Ministry of External Affairs, the government of Arunachal Pradesh, and the Indian Air Force for their invaluable assistance and cooperation in conducting this mission. Without their support, this mission would not have been successful".
If the team can corroborate evidence at the site with the historical records and reports, future missions to the sites may conduct an excavation in an attempt to recover the remains and return them for identification.
While discussing about the sites with local residents, the team received a presentation of human remains and osseous material, which a witness recovered near a crashed aircraft.
After arriving at the sites, the team found additional human remains believed to be associated with the missing US service members.
Once approved by the Indian government, these remains will be sent to the DPAA laboratory for identification.
All these spots were located within Arunachal Pradesh, which is where the vast majority of losses took place. The team trekked to sites ranging from 2,500 feet to 10,000 feet in altitude, over trails that took anywhere from a few hours to several days to reach from the last point a vehicle could travel.
Last year, the DPAA had successfully recovered remains from the same region.
In April, US Secretary of Defence Ashton Carter received the remains from the Indian government and the process to identify them is underway.
Yak dance from state selected for Republic Day Tableau
NAHARLAGUN, Dec 20: Witness the Yaks from the mountains of Arunachal Pradesh in the lanes of Rajpath in New Delhi on January 26th as it dances in all its glory in the cold misty morning along with other tableaus of the country at the Republic Day Parade Celebration 2017.
The selection comes after several rounds of meeting held by the Ministry of Defence, involving various stages of elimination. An expert committee, comprising of 10-15 members is appointed to choose the tableaux amongst all the states and to suggest various modifications and changes to the selected states.
These suggestions are concerned with the music, the model and the overall theme itself. In the first round, Arunachal Pradesh had presented five themes- Battle of Kekar Monying, Yak dance, Nyokum Yullo, Carpet Making and Murung Festival. The expert committee zeroed in on the Yak dance.
Yak dance is a famous pantomime of the Mahayana sect of Buddhism. The masked dancer represents the members of a family who are said to have discovered the Yak with the help of a magical bird hundreds of years ago. Belief is this leads to peace and prosperity in the community. Performed during the Losar festival, this dance represents joy of the people upon finding the yak and their belief that performing this dance would relieve them of all their complications and anxieties.
Arunachal Pradesh had missed out on a hat trick this year after parading in 2015 and 2014 with the theme 'Igu Dance' and 'Aji Lhamu' respectively. In 2007, the state got a special award for its theme 'Harnessing the Nature'.
Fifteen states and Union Territories have been selected this year. Arunachal Pradesh features in it with only two other states from the Northeast - Manipur and Tripura.
A team of officers and officials, led by Deputy Director, DIPR, Michi Kani had recently gone to Tawang to meet the artists and brief them about the requirements. (DIPR)
DC concerned over teacher absenteeism
ITANAGAR, Dec 20: Siang Deputy Commissioner Rahul Singh expressed concern over teacher absenteeism in various schools in the district and called for checking the menace through regular visit and inspection of schools.
In a coordination meeting with district, block and cluster level functionaries under Education Department on Monday, the Deputy Commissioner informed that biometric attendance has been introduced in all higher secondary schools in the district and BEOs have been entrusted to collect the attendance sheet of the teachers from the Principal.
"All the Principals, Headmasters/Head Teachers were instructed to maintain visiting register in their respective schools," the DC said, and instructed all block and cluster functionaries to furnish the teacher deployment list to his office on or before January 18, 2017.
He asked them to inspect and monitor their respective block schools twice in a month and submit the details report of inspection along with photograph to his office at the end of every month.
The meeting discussed on various issues and problems hindering smooth functioning of schools and ways and means to solve those problems.
Besides teacher absenteeism, the issues like shortage of school furniture and poor school building, defunct and zero enrollment in the school, proper implementation of mid day meal establishment of more school in some areas/places, supply of ration item to residential school, adjustment of subject teachers etc. were came up for discussion.
DPC (MDM) Amitab Pejik urged all MDM in-charges and head teachers of all schools to cook midday meals in a hygienic manner and feed the children properly.
DDSE Odhuk Tabing suggested for timely furnishing of required data for smooth functioning of administration.
BJP leaders seek equal fund
ITANAGAR, Dec 20: Some BJP leaders who contested the last elections have expressed displeasure over distribution of state and the central fund claiming that those who supported the BJP candidates are being deprived by PPA-BJP alliance government.
A group of leader including former Chief Minister Gegong Apang, former ministers Roding Pertin and CC Singpho submitted a representation to the state BJP President demanding for equal distribution of fund between PPA and BJP leaders maintaining the spirit of alliance.
The leaders claimed that their respective supporters are fully dependent on them for works, however, BJP supporters are being denied of all government schemes and basic right.
The leaders added that their supporters are being sidelined and the selection of projects and beneficiaries practiced today is not in the interest of the BJP, Arunachal.
The leaders demanded for sharing all central funds on 50:50 basis and sharing of 40 percent of MLA fund. It also demanded for equal distribution on appointment of Chairman and Deputy Chairman in between PPA-BJP. The contested leaders further argued that the BJP leaders should be included in various committees of the state Government to oversee the implementation and monitoring of the programmes to ensure effective and successful implementation.
Ensure proper monitoring of all developmental schemes: Byaling
ITANAGAR, Dec 20: Minister for Rural Development & Panchayati Raj (RD&PR), Tanga Byaling has urged the Project Directors under District Rural Development Agency to ensure proper monitoring of all the developmental schemes on regular basis.
He said this while addressing a review meeting of the Rural Development department held at the SIRD conference hall here on Tuesday, wherein Parliamentary Secretary for RD&PR, Mama Natung, Secretary RD&PR, D Salu and all the Project Directors of DRDAs were present.
Byaling also briefed the house about the role of Project Directors and the modalities of Gram Sabhas in formulating schemes as per the prescribed guidelines. The minister also underscored the need for having review meeting on quarterly basis involving the DCs to ensure proper implementation of all the schemes.
Arunachal gets its first Larvivorous fish hatchery
ITANAGAR, Dec 20: Arunachal is all ready in its mission to eliminate malaria by 2030 with the opening of state's first Larvivorous fish hatchery at Zonal Malaria Office Kimin on Tuesday. Inaugurating the hatchery, Mission Director NHM, P N Thungon called it a historic occasion and said that the state is now equipped to fight malaria.
"With global warming and reports of malaria from hitherto non-endemic areas, it's only wise that we adopt any possible modalities to eliminate malaria by 2030," he said.
Appreciating the National Vector Borne Disease Control Programme (NVBDCP) for its efforts, he warned that there is no room for complacency as this will lead to a rebound in malaria cases and deaths.
While promising all possible help from his side in eliminating malaria, he believed that Kimin would become the technical hub of anti- malarial activities.
Chairing the inaugural function, Jt Director cum SPO NVBDCP Dr A Yirang informed that Zonal Malaria Office, Kimin is one of the oldest such offices in India established way back in 1963. Entomological studies throughout the state were carried out from this center in those days. He further informed that the fingerlings from this hatchery will be distributed to all the districts for further propagation of larvivorous fish.
Earlier, Zonal Medical Officer Dr K M Lombi described the technical details of the larvivorous fishes and various activities carried out by the Zonal Malaria Officer through a power-point presentation.
She informed that presently the hatchery has two species of fishes, namely Gambusia Affinis and Poicilia Reticulata.
These are hardy fishes that can survive wide range of temperatures, water quality and light intensities. They can also well tolerate handling and transportation. These fishes eat about 300 mosquito larvaes per day and thereby effectively decreasing mosquito population. They can be kept in any water body such as ponds, wells, slow moving streams, quarry pits, water tanks, paddy fields, swamps, drains etc. These fishes propagate very fast as it reproduces a new batch of fingerlings in a span of just 30 days. Each fish can survive for 4-5 years. Therefore, introduction of these larvivorous fishes will go a long way in helping in reduction of vector population thereby in reduction of vector borne diseases, she further added.
Govt. encouraging oil palm cultivation: DC
ROING, Dec 20: Lower Dibang Valley Deputy Commissioner Deepak Shinde encouraged farmers of the district to take up oil palm cultivation.
Addressing the farmers at the launching programme of oil palm plantation in the district by 3F Oil Palm Agrotech Pvt. Ltd in association with Department of Agriculture at 8 km Oil Palm Nursery here on Monday, the DC said that the farmers are being encouraged on oil palm cultivation by extending various kind of supports, including the major part of plantation cost.
The Deputy Commissioner exhorted the farmers to understand the whole farming process and undergo exposure visits and adopt scientific methods of farming.
Regarding selection of beneficiary, risk factor involved in plantation, he urged the agency to take outmost care and provide technical support from time to time.
He also emphasized on more transparency in MoU among 3F Oil Palm Company, Agriculture Department and farmers and advocated for proper vigilance in every level of implementation of oil Palm Plantation project in the district.
MD of 3F Oil Palm Aashis Goenka briefed on market values of the Oil Palm, packages and practices of Oil Palm cultivation in Lower Dibang Valley District.
Citing example of Oil Palm producing state, like Andhra Pradesh and Mizoram, he informed that Arunachal Pradesh has more favorable climatic condition and potential to grow Oil Palm.
Responding to the farmers queries on marketing facilities, multiple cropping, MoU and other terms and conditions, he informed that agencies are committed to development in this area in terms of oil Palm plantation and inputs from farmer will be taken into consideration in over all policies and implementation of the project.
GN PS Reddy informed that collection center of Oil Palm will be set up in designated location and money will be directly transferred to farmers' bank account by the company within a week.
He also informed that Government is providing maintenance subsidies, pumping set subsidies, inter crop subsidies, Plant subsidies etc to encourage oil Palm Plantation.

DC convenes meeting on implementation of digital payment
KHONSA, Dec 20: A meeting regarding implementation of digital payment was convened under the chairmanship of Tirap DC, Ravi Jha at his chamber, here on Monday last, which was attended by branch manager SBI, Khonsa, manager petrol pump, secretary Bazar Welfare Committee, state superintendent APSTS, EE(PHED), AE(Electrical), FAO, PP Deb, EAC, Techu Aran, CO, L Modi.
While briefing about the implementation of digital payment in the district, the DC said that digital payment system and cashless transaction will be implemented soon in Jan Suvidha and petrol pump. However, in order to avoid inconvenience on the part of general public especially, in rural areas who live without bank account, electricity and internet problems, cashless transaction and digital payment in departments like electrical department, PHED, APSTS, market etc will be implemented after imparting proper awareness programme, Jha added.
Resources person including Chief Manager SBI, Khonsa and FAO highlighted the uses of digital payment and cash less transaction and its benefits.
Changlang, LDV win; Kurung Kumey held by Upper Siang
ITANAGAR, Dec 20: Changlang and Lower Dibang Valley won their respective group matches against Longding and East Kameng while Kurung Kumey were held by Upper Siang on the fourth day of the 15th Tadar Tang State Level Football Tournament 2016 at RG Stadium, Naharlagun on Tuesday.
Three time champion Kurung Kumey were held 2-2 by spirited Upper Siang in the first match of the day.
R D Karma gave Kurung Kumey the lead by scoring in 17th minute. But the lead short-lived as Onit Moyong restored parity in 25th minute before Tagom Epir scored the second goal for Upper Siang in 34th minute.
Upper Subansiri was leading Kurung Kumey 2-1 at halftime.
The equalizing goal for Kurung Kumey came in 48th minute scored again by Karma.
Kurung Kumey who drew their opening match went all out for a win and created many scoring opportunities but luck did not favour the team.
Kurung Kumey has slim chance of qualifying for knock-out stage.
In the second match, Changlang thrashed Longding by 5-2 goal. Vivek Gurung of Changlang displayed some amazing football skill and scored 4 goal in 21st, 35th, 58th and 70th minute. Asu Das scored the first goal in 7th minute. Bobo Wangpan and Wangtah Losu scored for Longding in 43rd and 57th minute respectively to reduce to margin.
East Kameng became the first team to make exit from the tournament after they suffered 0-2 defeat to Lower Dibang Valley in the last match of the day. Sete Keche scored the opening goal in 12th minute.
Though East Kameng fought hard in the second half but could not penetrate the rock solid defence of LDV.
Ango Meto of LDV headed in the second goal after receiving a beautiful pass from the right winger.
Lower Dibang Valley will take on West Kameng from their group for top spot.

GHSS Polo Colony lift district level Subroto Cup
ITANAGAR, Dec 20: Government Higher Secondary School (GHSS) Polo Colony became champion of the 5th District Level Subroto Cup Football Tournament - 2017 defeating GHSS Itanagar 3-0 in the final at Rono Ground, Doimukh on Tuesday.
The winner will represent Papum Pare in the State level Subroto Cup.
Both the teams started off on attacking note creating several goal scoring opportunities but failed. The score remained 0-0 at first half.
After a barren first half, GHSS, Polo Colony stunned favorite Itanagar when Padi Tayu netted the first goal in 7th minute of second half. Notwithstanding to damage inflicted by the opponent, GHSS, Itanagar made several attempts but all of their attempts turned futile.
Joram Tanu of Polo Colony again found the net in 19th minute to give his team 2:0 in mid of the second half.
As the GHSS, Itanagar were struggling to level the goal difference, Padi Tayu of Polo Colony gave another blow to their effort by scoring the team's third goal in 31st minute of the second half sealing the victory.
For the first time, GHSS, Polo Colony became District Champion of District Level Subroto Mukherji Cup Football Tournament and will be representing the Papum Pare District in state level championship which is expected to be held during January, 2017.
Dorjee Sherpa of GHSS, Itanagar was adjudged Best Player of the Tournament.

PASIGHAT, Dec 20: Games and sports are integral part of a student's life," said Parliamentary Secretary for Agriculture Tatung Jamoh.
A student should study hard to be successful in competitive examinations, but he/she should also play games and sports to enjoy the health and vigor of life, Jamoh said in his speech during the closing ceremony of three days Block Level Upper Primary Schools Soprts Meet at Ruksin on Tuesday.
Appreciating the DDSE Jongge Yiang, organizing chairman Tonggeng Panyang (ZPM) and his associates Omir Tatin (Member Secy) and Tanyo Tapak(BEO), Talen Talom (Match Commissioner) for successful conduct of the sport meet, Jamoh said that in developed countries, education of students is no longer confined to the classroom lectures alone. Monotony of lectures has been very much minimized by participation in games and sports and various athletic feats, which generate healthy competitive spirit and interest in life among students, he said.
Only education does not fulfill the criteria of being well organized social member of society. Victory or defeat is not final but participation and courage count. Winter Basketball Tournament, 2016 begins
NAHARLAGUN, Dec 20: The Winter Basketball Tournament, 2016 began here on Tuesday evening amidst huge presence of basketball enthusiasts.
Indian Weightlifting Federation Vice President Abraham K Techi and Chief Municipal Executive Officer of IMC Habung Lampung attended the inaugural function.
The exhibition match played between Shadows and The Classic was a nail biting 30 minutes.
The game started off at slow pace with each team struggling to find the basket. As the game progressed so did the pace and the scores.
At the end of 2nd quarter, Shadows had 1 point advantage. The last 10 minutes was the most intense part of the game. Classic, although trailing by 1 point, managed to make a dramatic comeback and maintain their lead till the end.
The end score stood at 43-33 and Classic managed to win their first game in a very commanding manner.
The next few days will see 162 players competing for the ultimate title of the best ballers of Arunachal.
The message of this tournament was "Go clean, Go green".
Temporary closure of RKMH OT
ITANAGAR, Dec 20: The Operation Theatre of Rama Krishna Mission Hospital (RKMH), Itanagar will remain closed from December 22, 2016 to January 2, 2017 due to repair and renovation works.
All the surgical cases will be referred to other hospitals during that period of time, informed Secretary of RKMH Swami Vishweshananda.
High-level enquiry sought into student's death
ITANAGAR, Dec 20: The All Kra Daadi District Students Union (AKDDSU) has deeply condoled the sudden demise of Haa Tama, a B.Tech student of KN Modi University, Rajasthan, who succumbed to his injuries on Dec 17 after reportedly falling down from a three-storey hostel building on Dec 15, and appealed to the state government to conduct a high-level enquiry into the students' death.
The union in its release also appealed to the Minister Home Affairs, GoI, Khiren Rijiju to endorse a proper enquiry into Tama's death.
All Nyishi Students' Union (ANSU) offered floral tribute to late Haa Tama and prayed for eternal peace of the departed soul.
An ANSU team led by its vice president Joram Bath visited the family members of late Tama and consoled them and prayed to almighty to give them strength to withstand the loss.
Tama's death sent a shock wave through the community, particularly students' community, ANSU in a press release said while expressing profound grief and sorrow over his untimely demise.
Workshop on postal ballot
ITANAGAR, Dec 20: The Defence and GREF personnel deployed at Pine Groove, Joram Top and Yachuli under Lower Subansiri district were trained on electronically transmitted postal ballot system (ETPBS) in a workshop in the Lower Subansiri Deputy Commissioner's Officer, Ziro on Tuesday.
Addressing the participants, ADC Nending Chatung highlighted the evolution of electoral processes since the time of manually putting a choice in the ballot paper and said that ETPBS is one of such electoral systems designed by ECI to ensure that no voter is left behind. He urged the participating ITBP, CRPF and GREF personnel to share it to the last man at the boarder whatever they have learnt from the workshop on ETPBS, so that no one is denied of his or her voting rights.
ERO Lod Takkar, as resource person, detailed about ETPBS through PowerPoint and the changes it would bring to the existing system of postal ballot for service voters.
He also informed that the registration of service voters will also be done online and hoped that it would help each service voter to get them enrolled and take part in the electoral exercises of greatest democracy of the world.
Awareness prog on e-ballot at Namsai
At Namsai, a raining cum awareness program was conducted on Tuesday regarding electronically transmitted postal ballot system and online registration of service personnel.
In the training cum awareness program, representatives of CRPF, BRTF, NDRF and ERO/AEROs of all 3 A/Cs were present.
Defense personnel were provided with all related materials and revised schedule for summary revision with an instruction to ensure that all eligible voters of their concern unit are enrolled as service voters so that every defense personnel get the right to exercise their vote.
DC calls for support to farmers
PASIGHAT, Dec 20: East Siang DC Isha Khosla has called for providing support to the farmers for the success of Mission Organic Value Chain Development (MOVCD) in the district, adding that the scheme is not just a simple welfare scheme but for promoting organic commercial farming with emphasis on farmers ownership on cluster based approach.
The DC was chairing the District Executive Committee members Meeting of Mission Organic Value Chain Development here at the DC Conference hall on Tuesday.
She urged the officials to create awareness among the farmers on the goals of the MOVCD-NER. MOVCD aims to develop organic commercial farming through Farmers Producer Companies and ensuring value addition by processing, packaging, branding and marketing through e-commerce.
The DC suggested the officials from agriculture department and service provider- Oppu Engineering and Agro Services to take expertise of ATMA and KVK. Further referring to the successful implementation of NERCOMP, she asked the stakeholders to replicate the same efforts for MOVCD with Mission Mode approach.

Officials inspect proposed sites for retail and rural primary market
ITANAGAR, Dec 20: Arunachal Pradesh Horticulture Produce Marketing & Processing Board (APHPM&PB) Chairman, Kipa Niya along with Horticulture Development and Horticulture Marketing officers inspected the proposed sites for establishment of retail market and rural primary market at Chiputa, Tasi and Parang village under Papum Pare district recently.
While highlighting the importance of retail and rural primary market in the state, the officials said that in several parts of India, the goods and services of daily markets are not available to the majority of rural consumers as most of these villages are located far away from towns.
The rural markets have been developed in order to provide opportunity for rural people to sell their products, they further informed.
Panchayat meeting on 14th FC held
KHONSA, Dec 20: A panchayat meeting regarding the 14th Finance Commission was held under the chairmanship of Tirap ZPC Sontung Bangsia at ZPC office conference hall here on Monday.
Addressing the panchayat leaders, ZPC Bangsia informed them that the 2nd installment of fund for the year 2015-16 will be soon released. She further called for coordination among the panchayat members of respective gaon panchayat for development of villages under my village my development plan and implementation of other Govt schemes and projects effectively.

BJP State level committee meeting held
ITANAGAR, Dec 20: A meeting of the state level committee for the year-long Pt. Deen Dayal Upadhyay Janam Shatabdi Samaroh/celebration was conducted at the state BJP office under the chairmanship of state Vice President, Dominic Tadar here on Monday last.
It was decided in the meeting that all programmes shall be organized from booth to state level which includes campaign on sensitizing all major schemes and projects initiated by the Narendra Modi led NDA government at the centre.
Also programmes on the life of Pandit Deen Dayal Upadhyay will also be organized besides, various sports and literary activities at the various levels to commemorate his birth centenary throughout the year.
The meeting was attended by the other state level organizing committee members, Doni Nich state secretary, Taring Tiri, state Yuva Morcha president, Hinium Tachu, state ST Morcha president, Loku Sono, state Minority Morcha president and others.

ITANAGAR, Dec 20: Toru Circle Students' Union (TCSU), in a representation, has appealed to the General Manager of Sushee Infra & Mining Ltd. to complete the construction of highway portion from Kheel to Hoj before onset of monsoon.
Stating that the construction company has halted the construction works in that portion of the highway due to some certain reasons, students' body of Toru circle under Papum Pare district urged the general manager of the construction company not to assign, transfer or sublet the works to other construction company or second and third party.
Admiring the quality of works done by Sushi Infra and Mining Ltd., the students' body assured the GM of all cooperation to ensure early completion of the road.
Council reiterates demand
ITANAGAR, Dec 20: The All Arunachal Pradesh Border Youth Council (AAPBYC) has reiterated its demand for establishment of ADC office and permanent police outpost at Lumpo village under Nari circle of East Siang district.
In a release, it claimed that the area is facing constant law and order problems such as encroachment, night patrolling by Assam police.
Relief sought
ITANAGAR, Dec 20: While informing that the house of one Tem Takar was completely gutted in a devastating fire which broke out at around 1:30 pm at Ganga village here on Dec 19 last, the All Papum Pare District Students' Union has in a release on Tuesday appealed to the district administration to provide immediate relief to the victim's family.
The Union had further claimed that property worth lakhs were turned to ash in the fire which reportedly broke out due to a short circuit.
'Suspend DLRSO'
ITANAGAR, Dec 20: The Arunachal Anti-Corruption Sena Anna Samarthak (AACS-AS) has in a memorandum addressed to the State Chief Secretary on Tuesday sought immediate suspension of East Kameng DLRSO and other officers for allegedly siphoning off public money amounting to crores, till the completion of enquiry against the said case.
It has also demanded immediate arrest of the officer and appealed the High court, CJM and district magistrate not to grant bail to the accused persons.
